Lot 1: Environment Integrated Disaster Management Plan for the Varna region (TA2019007 BG HUB)
The overall objective of this assignment is the modernisation of the disaster risk management for Varna region through the provision of a comprehensive DRM plan and identification of investment needs. To ensure these objectives, two complimentary approaches set out in the Ready2Respond framework developed by the World Bank’s Global Practice – Social, Urban, Rural and Resilience and the EU’s Risk Management Capability Assessment Guidelines (2015/C 261/03) are going to be implemented.
Diagnosis will be based on desk review and involve exploratory interviews/workshops with the regional authorities and local and regional stakeholders. Analytical work will be complemented by interviews with all stakeholders in Varna Region including key actors, such as the Fire Safety and Protection of the Population Regional Directorate to the MoI, the Emergency Medical Care Centre, the Red Cross, the Port of Varna, the airport, the Regional Road Agency, resulting in a Gap analysis, identifying the capacity building needs and investment priorities for specialized equipment.
The benchmarking activities in Marseille and Suffolk will identify case study examples and will assist Varna in reducing the risks to its Citizens following the best European examples. A seminar with all stakeholders running for worst case scenarios will provide final evidences to support a suite of recommendations in a final report, and detailed investment programme. The recommendations will clearly identify key capacity building and investment needs, prioritising these and grouping them into short, medium, and long-term actions.
